The kind of courses offered is a very important factor influencing educational quality, and it is also the core and physical media for RTVUs to carry out its open reform and modernization. The key point in course design is to implement the principle of learner-centredness and self-learning. Based on the analysis of the current situations of RTVUs’ courses and that of the four main elements in course design, namely, course objectives, contents, organization, and evaluation, the author discusses the following principles in course design: comprehensive and practical features in course objectives, basic and modern features in contents, open and rational features in organization, flexibility and variety in formats and systematic and developmental features in evaluation.
